恐怖主義活動可歸納為以下四類，簡稱'SPOT'。支援，例如:為恐怖/極端組織進行招募和宣傳;為恐怖/極端組織提供資金、場地。前期準備，例如:購買或貯存不尋常數量的化學品、電子 件或易燃液體;購買或自製武器、槍械或爆炸品;研究、學習、測試或討論施襲話題;拍攝地點的出入口通道及附近的保安設備(如閉路電視)位置等,對目標地點進行事前勘察。網上內容，例如:在互聯網上發布施襲指引或武器教學、散播極端仇恨思想、鼓吹使用極端暴力。恐怖主義思想，例如:發表支持恐怖主義的言論;收藏或展示與恐怖主義有關的物品（包括旗幟及海報或影片等宣傳品）。Terrorism activities can be summarised into four categories represented by an acronym 'SPOT'. Support Examples: Recruit and promote for terrorist/extremist groups; Provide funding or venue for terrorist/extremist groups. Preparation Examples: Purchase or store unusual amount of chemicals, electronic parts or flammable liquid; Purchase or manufacture weapons, firearms or explosives; Research, learn, test or discuss tactics for attack; Conduct reconnaissance, such as taking pictures/videos of the access routes and security facilities (e.g. CCTV). Online Materials Examples: Publish attack guidelines or weapon manuals, spread extreme hatred ideologies, advocate the use of extreme violence on online platforms. Terrorist Ideologies Examples: Express support for terrorism; Possess or display terrorism-related items (including flags and propaganda materials such as posters and videos).
