本節目以戲劇形式，帶出初小學生在公眾地方需有公德行為的訊息。在節目的開端，成績優異的主角（初小生）的公德意識薄弱，需要表姐的提醒。其後，主角意外地回到古代的虛德鎮，他應用了表姐教導的公德知識，與鎮長一起解決了很多公德問題，使當地居民生活愉快。
